Removed old ui and replaced with new. Plugged up power and still nothing going to UI. Called Techline SR number above. Speaking with them its possible to have bad parts but also possible to have a bad part thats ran off of DC voltage. Possible pressure switch, light, fan motor, dispenser. Ordering new control and UI and will test again once parts arrive. "Cx complaint is that the unit is not defrosting again. Upon arrvial I found that the evap cover has frost built up on it. I entered diag mode and ran the forced deforst, test 38. I found that the unit began defrosting. I then tested the voltage to the element at the P2 connector and found 89.4 V. I also tested the FC thermistor at the P5 connector and found 7.10K Ohms. The FC temp was at 28 degrees when I tested the thermistor. I am ordering the control and FC thermistor.
